low fee with buyer multisig completion

Some asshat completed a multisig with, apparently, not enough fee to be confirmed. It's about a $95 transfer with what amounts to a $3 fee.

First, what the hell is wrong with $3.00? Shouldn't it just take 24 hours etc.. then?

I tried to use the Child pays for Parent and Electrum  calculates 0.00190623 as the fee. That equals THIRTY FUCKING DOLLARS. Are you nucking futs?

I went ahead and made it $8 figuring that should blow it through but this really pisses me off: it won't be done for another 25 blocks. WTF? 10% of a transfer gives you 25 block confirmation? This is why people hate or will begin to hate Bitcoin. That shit is just strong armed robbery.

So
1 why the hell would Electrum try to scalp me by *defaulting* to 30% fee and
2 how does one, as a vendor, keep a buyer from doing this again?

Why not use litecoin or bch instead?
